| Rationale | An open platform philosophy requires a platform to be more then just a walled garden. Other parties than the platform operator(s) should be able to easily add content and services to the platform. Access to this content and services should be possible for any consumer, irrespective of the fact whether a service is located within the walled garden or beyond it. A move towards an open platform can already be observed for mobile, with operators as T-Mobile offering open internet access and DoCoMo partially opening up its network to rivals.The above does however not mean that the platform should no longer be managed. Even in a non-walled garden environment, there is still a role for the platform operator in managing the platform and its content, for example by enabling a certification of services (e.g. guarantees about quality, control on content, etc.). Nevertheless, even if a management role is still reserved for the platform operator, this management cannot create barriers and limit the existence of content publishing and service creation for external parties. |
